kennel owners (breeding, training and boarding) and other persons
concerned with canine quality of life. The group was formed in response
to draft regulations proposed by the Pennsylvania Department of
Agriculture. The stated intent of the PDA proposals is to remedy
conditions in Pennsylvania's so-called puppy mills. PACCQ abhors the
negative physical, social and moral effects of these "puppy mills". However, PACCQ is dedicated to ensuring that efforts to regulate puppy
mills do not also prevent responsible kennels from engaging in
appropriate breeding, socialization and training activities.
